This dress from Lulu's is a great option for less and comes with either a green or red skirt. In fact, I think this dress in the red would be super cute for a 4th of July BBQ. You can purchase it for $34 by clicking here for the green and here for the red. (Note: It says the belt/bow is removable, so you could definitely have the bow placed wherever you choose...back, front, side, whatever works for you!)

Aw, gojane ran out of green. i prefer the bow in the back rather than the front. too bad. i can't go red, a bit too bright. navy's a bored.

forever 21 has a version here with a shorter skirt, it looks like http://www.forever21.com/product.asp?catalog_name=FOREVER21&category_name=whatsnew_app&product_id=2064623463&variant_id=023&showBack=OK there's no bow, and it doesn't come in green :( but considering the price, it might still be a good alternative.
