Target's Mossimo Black line has a very similar cardigan that retails for $17.99. It's also available in light blue and you can click on either photo below to purchase (there may be more colors in stores, it looks like the other color options have sold out online).

I have some of those target sweaters from last season and they work great!
I have a target cardigan like this from last year too and its fabulous and has actually held up really well!
